Electronic Key Management System (ekms)

The term Electronic Key Management System (EKMS) refers to the U.S. Electronic Key Management System architecture and processes used to manage, account for, distribute, and control electronic cryptographic keys and COMSEC material. It gives election, security, legal, or technical readers a specific label for the concept rather than a broader everyday meaning.

EKMS manages the ordering, generation, distribution, accounting, storage, transfer, control, and disposition of electronic cryptographic keys and related COMSEC material. Its purpose is to keep keying material available to authorized users while maintaining accountability and protection throughout the key lifecycle. Specific responsibilities are divided among EKMS management and user tiers.

EKMS uses a tiered architecture to move and control COMSEC keying material from central management capabilities through accounts and local management functions to end users and devices. Each tier has defined responsibilities for distribution, accounting, custody, or use. The structure supports controlled delivery while preserving traceability and accountability for sensitive key material.
