Primary definition

A misnomer describing the processing of testing a voting machine by an INDEPENDENT to verify that it conforms to the STANDARDS. It is a TESTING AUTHORITY VOTING SYSTEM misnomer because there is nothing "national" about the standards, and the correct term should be "qualification" rather than "certification."
