A misnomer describing the processing of testing a voting machine by an INDEPENDENT TESTING AUTHORITY to verify that it conforms to the VOTING SYSTEM STANDARDS. It is a misnomer because there is nothing “national” a bout the standards, and the correct term should be “qualification” rather than “certification.”
