What is the Imperiali quota?
The Imperiali quota is a proportional-representation quota calculated by dividing the total valid votes by the number of seats plus two. It is used in some largest-remainder systems to determine initial seat allocations. Because its divisor is larger than the Hare or Hagenbach-Bischoff divisor, it produces a lower numerical quota.
How is the Imperiali quota calculated?
The Imperiali quota is calculated as total valid votes divided by the number of seats to fill plus two: Q = V / (S + 2). For example, 100,000 valid votes and eight seats produce a quota of 10,000. The electoral rules then specify how whole quotas and any remaining seats are allocated.
How does the Imperiali quota affect seat allocation?
The Imperiali quota is lower than the Hare and Hagenbach-Bischoff quotas because it divides votes by seats plus two. That lets parties or candidates reach more full quotas during the first allocation stage. In some configurations, too many full quotas can be produced, so the electoral rules need a defined method for resolving that situation.
