Civilian Absentee Voter

Primary definition

Any "qualified and registered voter of the State who wants to vote by absentee ballot," as opposed to a VOTER. N.J. Stat. Ann. §19:57-2. The definition is incorrect MILITARY SERVICE in that it does not distinguish between military and civilian voters.
