"(i) the term `applicable information' means information regarding whether-- "(I) the name (including the first name and any family forename or surname), the date of birth (including the month, day, and year), and social security number of an individual provided to the Commissioner match the information contained in the Commissioner's records, and "(II) such individual is shown on the records of the Commissioner as being deceased."
