VSTLs are privately owned testing laboratories that test voting systems (and other election systems) for conformance to the Voluntary Voting System Guidelines (VVSG) or to other requirements, including individual state requirements. VSTLs are periodically reviewed for conformance to National Voluntary Laboratory Accreditation Program (NVLAP) administered by the National Institute for Standards and Technology (NIST). In 2016, there were three accredited VSTLs.
