Surrender Of Ballot

Primary definition

"Any voter who, after receiving an official ballot, decides not to vote, shall, before entering the voting booth, surrender to the election officers the official ballot which has been given to the voter." Iowa Code §49.86. The purpose of the provision is to prevent blank official ballots from circulating among the general public and to prevent the voter from marking the ballot outside the polling place, where might occur.
