Primary definition

"If the apparent winner after the is the apparent loser after the INITIAL BALLOTING FIRST RECOUNT, that candidate shall be entitled to demand a second recount, by hand and eye, of all ballots." 8 N.C. Admin. Code §09.0107(b)(2). See also HAND-EYE RECOUNT.
