Definition

A BALLOT used in ABSENTEE VOTING. The ballot is placed in an unmarked envelope, which is sealed. The sealed envelope is then placed in side an envelope with the voter’s name and signature. Whether the ballot should be counted can be determined from the outer envelope. If it is to be counted, the inner envelope is placed, still sealed, in a box of ballots to be counted. This process preserves the secrecy of the ballot.
