Primary definition

A post-election comparison of the with other records, whose purpose is to verify POLL BOOK that: "The total number of ballots recorded by the voting system in some location is the same as the total number of voters authorized to cast votes; the total number of ballots recorded for each CONFIGURATION, and for each CONTEXT, is the same as the number BALLOT REPORTING of such voters authorized to vote with those ballot configurations[s], in those reporting contexts. This mitigates the threat that a tampered (such as a scanner) TABULATOR PCOS might have inserted or deleted votes, and also the threat that it may have assigned some voters the wrong reporting context or ballot to prevent them [from] voting in certain elections or to dilute the effect of their votes."
