What was the DHS National Protection and Programs Directorate (NPPD)?
The National Protection and Programs Directorate, or NPPD, was a component of the U.S. Department of Homeland Security responsible for cybersecurity, infrastructure protection, and related protective programs. It is a historical organizational name. In 2018, Congress reorganized the directorate's core cybersecurity and infrastructure-security functions into the Cybersecurity and Infrastructure Security Agency.
What happened to NPPD?
NPPD was reorganized through the Cybersecurity and Infrastructure Security Agency Act of 2018. Its core cybersecurity and infrastructure-protection mission became CISA, so current federal materials generally use CISA rather than NPPD for those functions. Older election-security, critical-infrastructure, or cybersecurity documents may still use the NPPD name because it was current when they were written.
How is NPPD related to election infrastructure security?
NPPD appears in election-infrastructure material because DHS's infrastructure-protection and cybersecurity functions were involved in supporting critical-infrastructure security before CISA was established. When reading older election-security sources, treating NPPD as a historical organizational reference helps avoid confusing an earlier DHS structure with the agencies and offices responsible for those functions today.
