“‘Election records’ includes but is not limited to accounting forms, certificates of registration, pollbooks, certificates of election, signature cards, all affidavits, absentee voter applications, absentee voter lists and records, absentee voter return envelopes, voted ballots, unused ballots, spoiled ballots, and replacement ballots.” Col.
