APPENDIX. FVSS Abbreviated EMS. A later definition from the is more specific: "TABULATOR used 2007 VVSG to prepare ballots and programs for use in casting and counting votes and to consolidate, report, and display election results. ... This device receives results data from the VOTE- DEVICES, accumulates the results, and reports the accumulated results. Typically, CAPTURE the election management system will interact with several different classes of voting devices. The receives election results from electronic media devices in one or more of four EMS connections: modem, local bus, direct serial, and/or local area Ethernet." 2. The "computer programs and databases managed by the Commissioner of Elections and used by the Commissioner of Elections and the departments of elections to maintain voter registration records, to manage absentee voting, maintain election officer information, maintain polling place information, structure elections and for other purposes." 15 Del. Code §101(24).
