A ballot to be used by a disabled or elderly voter in lieu of voting at a polling place. The VAA requires that if a polling place is not then an "alternative means" of voting for ACCESSIBLE and voters must be provided for " 42 U.S.C. HANDICAPPED ELDERLY FEDERAL ELECTIONS. §1973ee-1(b)(2)(B)(ii). An "emergency paper ballot furnished by the county clerk which contains for the voter the names of candidates, constitutional amendments and other questions to be voted on, and for the marking, casting or otherwise recording of such votes." N.M. Admin. Code §1.10.5.7(B). Examples include Braille, large print, recorded audio, and electronic formats that provide enhanced contrast or other assistive adaptations.
