The “county or city clerk shall appoint three pe rsons, not more than two of whom are of the same political party, to serve as an accuracy certification board.” Nev. Rev. Stat. §293B.140. “[T]he accuracy certification board shall certify as to whether in their judgment the ballots were accurately counted.” Nev. Rev. Stat. §293B.390.
